EU Civil Protection

The Treaty of Lisbon underpins the commitment of the EU to provide assistance, relief, and protection to victims of natural or man-made disasters around the world (art. 214), and to support and coordinate the civil protection systems of its Member States (art. 196). It further mandates the European institutions to define the necessary measures for such actions to be carried out. On 26 June 2017, the Council adopted a regulation providing regions hit by earthquakes, floods or other natural disasters with increased EU support. To help affected regions in the task of reconstruction, the EU will in future bear up to 95% of the costs. This almost doubles the EU's financial contribution for some regions from the current level of 50%.
